We get an error while executing a state if another state is already running on the Minion. Our expectation is that Salt should queue up the new Job and should run when the first one is complete.
This applies to Runner and Orchestrate jobs as well.
Salt does not behave as assumed above. Salt’s normal behavior is to display the `”Highstate is already running with JID NNNNNN”`
There is a `queue` flag to
state.sls but it is strongly encouraged to use these mechanisms sparingly.

- Orchestrate does not have that flag.
- Runners can run concurrently.
